You didn't install any of the parts that are required to actually *use*
cygwin.  At the very least, you have to download the cygwin-1.1.4 and bash packages.
You'll probably want the ash package too.

If you are using libraries, you'll want gcc and binutils.

In fact, it would be safest to not try to pick what you need (since you
obviously don't really know what you need) and just download everything.
