One suggestion :
Setup.exe could store the location of the installed
packages.
I installed Cygwin in d:\cygwin.
So tarballs were copied to d:\cygwin\latest.
I moved setup.exe from d:\cygwin to d:\cygsetup and
the new packages tarballs were installed into
d:\cygsetup\latest.
In spite of being heard.
