Look for an older version of cygwin on your system. (If you don't find
one, you may have the problem where an old cygwin is still "in memory"
but you attempt to load the new one -- this happens when you don't
follow the instructions to "Shut down all cygwin processes (including
inetd, sshd, etc) before updating the cygwin package. To fix that,
reboot and try again).
