One problem/phenomenom I've noticed:  the Cygwin developers
tend to reply to the list and cc: the respondent.  So, the
respondent gets two mails, if he/she responds to the wrong
one, the mail goes to the developer instead of the list...
this could account for some of the problem anyways.
