Seriously though, did you look here? http://www.cygwin.com/packages/cygwin/cygwin-1.3.4-4 7th line from the top of the page. But downloading cygwin1.dll by itself is not the best way get it. Don't download individual packages, and don't try to unpack them yourself. Just follow the installation guidelines and do a full cygwin insatll, and you will be much happier in the long run.
