On the other hand, a 800 Mhz public service band (ie, cop radio bands)
jammer could be useful.

Feed a VCO with a noise signal of the desired bandwidth.
Feed into a few-watt PA.  Use an IC or (since you don't
care about a clean signal) build an RF amp out of discrete
transistors.  The antennae wire can go up the stick holding your
protest sign.

Beware the Elmer with too many antennae, or a rotating beam,
he's looking for you.
