Telco central office. Lots of copper loop I/O, and a big switch. Used to be mechanical crossbars. Probably a diesel generator somewhere.
That would normally be my guess too, but it's on one of the ones AT&T shares with Pac Bell - there's 611 Folsom and another on Post or thereabouts. But it could be a local-only Pac Bell POP.
