According to this source, there are state-level law proposals which could make firewalls, anonymizers, FreeNet servers, steganography software, and distributed proxies illegal, despite of being originally intended against cable and sat descramblers. (See eg. the Texas law, http://www.capitol.state.tx.us/tlo/78R/billtext/SB01116I.HTM - section 6.a.1.B - I'd check more, but such dense legalese makes me feel nauseous.) I don't think it's a real intention to put it there, but I also think that once there, it'll be sooner or later used by some trigger-happy prosecutors.
