I don't know abou _that_, but I do know that the attacks are made possible
by the flawed way the Net works.

The flaw is the same one that makes spam so common: resources are free.

When it costs nothing to send a million e-mails....

When it costs nothing to hit a site with a flood of requests...

"Security" is not the issue. The problem is allocation of resources.

Even a _small_ fee would solve most of these problems.

(Sites which wish to be "free," like Yahoo, could arrange reverse
micropayments.)

Familiar territory to us here.
