A mild correction: It's true that the date at the top of the document says
April 98, but at the bottom you'll see a note saying it was updated on
September 17, 1999.
That happens to be the day after the White House event on September 16 to
highlight the crypto reg changes:

So when the FAQ says administration policy includes "preserving law
enforcement's ability to gain access to evidence as part of a legally
authorized search or surveillance," it's fair to conclude that position is
current.
