It's a good point. One of the arguments some supposedly anti-war folks have made for having a draft is that people would be a lot less likely to allow pointless wars if their own children might be forced to fight in it. The obvious flaw in this logic is that the same people you expect to push back effectively against wars if there is a draft will push back just as effectively against a draft. Which means the only kind of draft that can be instituted is one those who have the power to push back against can opt their own children out of. Like, say, by sending them to college. IMO the creation of a professional military marked the beginning of the end of the Roman republic. Before that, it was aristocrats fighting, and the way you started a political career was to go distinguish yourself with a few military conquests. Strange (or maybe not so strange) to think that having most of your politicians have military experience was a good way to maintain a relatively free republic. Perhaps a similar idea motivated Heinlein to depict military service as a requirement for voting in Starship Troopers.
