It is interesting to consider what countries, and or what private supporters, in the world would be more suitable for development of new research paradigms, starting new projects, to even speculating on why who where might get there first, via what means, and of course to what ends. Any new assessments beyond prior sci-fi books? "Nothing is permanent, but change!"
