Audit report on the contract to build special docks on the Devonshire coast so that Britain's nuclear submarines can be refitted. The project is now massively over budget, and the UK Government has agreed to pay virtually all of the additional costs despite the stated allocation of risk in the contract, which specifies that the contractor should pay. The contractor is DML, a firm owned primarily by Brown and Root, a subsidiary of Halliburton, the US oil services company formerly headed by US Vice President Dick Cheney ( NAO )
