To Kill Or Not To Kill
'Illinois, which has a death penalty, has a higher murder rate than the
neighboring state of Michigan, which has no capital punishment but roughly
the same racial makeup, income levels, and population distribution between
cities and rural areas. In fact, in the last decade the murder rate in
states without the death penalty has remained consistently lower than in
the states that have had executions. Surveys of criminologists and police
chiefs show that substantial majorities of both groups doubt that the death
penalty significantly reduces the number of homicides'
