Here is a working matrix of controlling U.S. INTEL authorizations and
directives used by Texas Shock Front Elite. This is not an inclusive list,
for the President (POTUS) can always classify E.O.'s as "Top Secret".
Such E.O.'s may never be made public. He/She is only required to publish a
brief synopsis of the Top Secret Executive Order in the Federal Register,
thus notifying Congress and receiving their tacit approval. In matters of
Foreign Affairs, when acting as Commander In Chief, this requirement may be
circumvented altogether (ie. Guns for Hostages, Bay of Pigs). In those
cases, Congressional Leadership is usually notified as the "Bombs are on
their way".
