I think that's a safe change, and I think it's necessary in a murder environment (when subscribing across backends).

That's going to change how mailboxes are presented to users within email clients. I think that would be a pretty big shock in some installations (with possible breakage in client filters).

That change will probably cause issues with webmail clients, scripts, or other environments where the client connection does not support the namespace command, but at once time forced the administrator to hard code a hierarchy separator somewhere. Sieve scripts appear to store the hierarchy separator in scripts, so those scripts may need to be upgraded (tools/upgradesieve?)
