A new edition of “Die Stimme”, the monthly Newsletter for the Bukovinians, was 
published on 01-NOV-1947. Let's take a journey into the past together to 
comprehend what moved our ancestors, their relatives and friends back then!

The lawyer Israel Billig describes in his article “THE BUKOVINA OF THESE DAYS”. 
It is actually only South Bukovina, now that North Bukovina, firmly in Soviet 
hands, is de facto irretrievably lost to the Bukovinian Jews.

“Radautz is not only the largest town in Bukovina, but with its 7,000 Jews it 
is also the largest Jewish community in the region and in Northern Moldavia. Of 
these 7,000 Jews, 4,000 are repatriated Northern Bukovinians and 3,000 are 
locals. Radautz thus has the largest number of repatriates after Bucharest.
The following Czernowitz doctors were staying in Radautz: Dr. Esperina 
Schärf-Grün, lung specialist Dr. Feiger, Dr. Steiger, Dr. Gaster and Dr. 
Ramler. The lawyers: Dr. Carl Horniker, Samy Dankner, Dr. Norbert Rosenblatt, 
Dr. Oscar Deutsch, Dr. Theodor Sternberg, Dr. Sonnenreich, Dr. Berler and yours 
truly. One well-known personality is the universally popular and very active 
Dr. Max Schärf, who ensures that charity does not fall asleep. He is the 
president of the Repatriates Association and several other organizations.
Chaim Mechel and Dr. Straucher from Radautz, who is just as active as he was 30 
years ago, stand out from the ranks of the local population.
The small town of Sereth, 18 kilometers from Radautz, is home to 1,000 Jewish 
souls, including 500 repatriates. Dajen Schieber and Rabbi Dr. Schulsohn are 
staying in Sereth. The preacher of a Protestant sect, Schnapp, who was often 
mentioned in Czernowitz during the war in connection with baptism scandals, can 
also be seen there.
The charity actions by Joint bring some life to the Bukovinian towns. When the 
Joint announces itself, it boils and boils in the small towns. The excitement 
is great and you can feel the demoralization of the post-war period: the 
richest people fight over the poorest object. The entire police force is 
mobilized and the “poor” committee members have to save their lives. Not only 
are there hails of partly justified accusations, but there are also very often 
beatings and slaps in the face.
In response to an urgent need, an soup kitchen was founded in Radautz, setting 
up a similar institution in Radautz based on the model of the soup kitchen that 
existed in Czernowitz during the years 1941-44. The honorary president of this 
association is Chaim Mechel, the managing president is Dr. Max Schärf and the 
secretary general is myself. The management committee also includes prominent 
people from Czernowitz and Radautz, including the former industrialist Jakob 
Jurgrau. A women's committee was also attached to the management. The 
fundraising campaign has already begun and larger amounts are also expected 
from abroad in order to start the activities.”

Dr. Manfred Reifer founded the Chug Olej Bukovina [Association of Immigrants 
from Bukovina] and decided to publish “Die Stimme”. He entrusted with this task 
Dr. Elias Weinstein, the former editor of the renowned daily newspaper 
“Czernowitzer Morgenblatt”.
