Look at the balls up catching the Boston bomber! Yep, it was just your average Joe Bloggs who found him in his boat *AFTER* the curfew was lifted. It seems to me that the curfew was in place to lessen civilian casualties inflicted by gung-ho police/military people, rather than to make it easier to apprehend him.
