I thought I was adding to Uwe's email.  as in:

No.  I think requeryAllChildren() always fires

I believe the cause of the problem is the parent is at 0 or has no data.  Uwe 
is saying it is not because of no records in the data set.  I believe this is 
wrong

I then provided a description of my problem which I think is a good example of 
why I believe Uwe is wrong.  I see Uwe's problem to be directly related to my 
discovery.  Anytime the Parent has a RowCount = 0 the exception is fired and 
the requery of children never occurs.  That is not to say requeryAllChildren 
didn't fire because it does - it just exceptions and the children are not 
requeried.    

But I'll keep my mouth shut at this point.
