I followed the TortoiseSVN instructions:

C:\dabo\demo>python dabodemo.py

"Subversion" is a version control system. Since you're running Windows, your 
best choice would be to download and install TortoiseSVN 
(http://tortoisesvn.tigris.org).

You can also review the docs at 
http://wiki.dabodev.com/InstallationOnWindows, although I just briefly 
scanned that page and realized that a lot of it is pretty old; should still 
work, though.
