patch Test-Smoke 1.13 for smoke on win32

Hi,

Here is patch I've applied to use Test-Smoke-1.13 on win32 .
I use active state 5.6.1 release for run mktest.pl.
It's seems not like =~l.300:
run "./Configure $config_args -des", is_win32 ? \&Configure : undef;
and always passed undef to sub Configure.
