That doesn't look right to me. We are talking about one (1) test. I don't have (enough of) cygwin to check if
$ PERLIO='perlio :crlf' make test
doesn't give more problems (as it should), than it takes away...

It's good to see a cygwin smoke with no error. But without this patch we can't see that.
