         Is this an employer, vendor - neighbor - ?
                 employer - try the labor board -- but the best bet is
                 a lawyer that specializes in employee grievances.

                 Vendors - the internet makes it pretty easy to
                 find out who are on the board of directors,
                 the local tv consumer's advocate - in our area
                 called "2 on your side" for instance -- Better
                 Business Bureau -- State Attorney General's
                 Office -- look in the phone book under "consumer's......"

                 If the company is a neighbor -- pollution? traffic
                 control?  noise?  Contact the city our county
                 DA -- is there a commission that covers this --
                 planning commission for instance.....

         No matter what document everything -- in a businesslike
         manner -- every time you talk to anyone -- note the date,
         time, who you talked to and what you talked about - if
         you are really trying to "make a case" -- follow up with
         a letter that says "per our conversation of this date, when
         we talked about blah blah.  Thank you for your time and
         your recommendation that I blank blank --

         That way it is documented and you put it back on them
         to "own" their advice or recommendation.

         I am in no position to offer legal advice -- but I have
         actually had a lot of success with this method.....
