I think this is getting a little too complicated. We must presume our users know what they are doing, so we should only try to be clever if darcs would otherwise behave surprisingly and thereby fool the users. I'm with Zachary on the semantics of Amend-record. It should only perform the amendments I ask for. If I want to change the author of a patch I will know so, and to what, and ask for it.
About the interface: I can think of many ways to do this. One would be to ask the normal series of questions as for a Record (but always prompt for the author name), with the old values pre-entered so you just hit return if you don't want to change them.
