Funny, I've the exact problem with ghc-HEAD and libiconv ;-) Tweaking the build master configuration may be an option (for darcs, not for ghc), but I really think cabal is flawed in that it doesn't allow some overrides in the environment (like autoconf generated configure scripts do).
