It looks like the same issue I hit. If so, you need to be running an administrative command prompt. If you find "Command Prompt" in your start menu (either in Accessories or by searching), you can right-click on it and choose "Run as Administrator". The normal command prompt is unable to alter certain folders, for security reasons.
