PS if you agree with what I wrote, the question would be how to do it. I think proper unicode support requires GHC 6.12,
(and even there it's young.) So that's a problem.
You might decide it's worth supporting utf-8 as the interim format for at least a few years. Upgrades, old repos and
inter-version compatibility may be (more) painful.
It would be good to document which encoding(s) are accepted/preferred in every corner of the darcs ecosystem. I guess
that includes places like:
- the various on-disk repo formats - darcs-1, hashed, darcs-2, hashed-storage
- working copy files
- patch bundles, as files and in email
- preferences and config files
- for each major darcs version.
