I think someone was working on that last one. I didn't want to cut the grass
under their feet, but I wanted the flag set to be closed by negation before
that happened. So, who is working on CmdArgs?

It is already the case: you can specify any number of --{dont-}frobnicate-s,
and whichever ends first in the option list gets applied. That's all, and
this way, if there is one in the prefs file and one in the command line, you
get the command line one. Likewise between user prefs and repo prefs.
