Both Larry Rosen (the OSI's lawyer) and Richard Stallman (who
presumably got advice from Eben Moglen) disagree that there's a
problem with making a public domain declaration stick (after all, it's
your copyright, you can not-enforce it if you like).  However the
inability to disclaim liability is a potential problem.

The PSF's lawyer also presumably disagrees to some extent, since the
Python Enhancement Proposals are all public domain.

I don't really see how a public domain dedication makes things simpler
than BSD/MIT-X11/AFL/CC-do-whatever-you-want for anybody, though.  I
think it's a good idea to pick a single one of those (probably not AFL
for tests, since it has that annoying "try to get recipients to agree
to the license" clause).
