I'm afraid that if I didn't want to work on the release, I'd just keep beavering away in my own private repos. I do that for weeks or months at a time now anyway, so it wouldn't affect me much except that it would delay me trying to integrate with other people doing the same thing.
Of course, as a release manager I deplore that kind of behaviour :-) But I don't think this particular tactic would be effective.
