Your post helped me to figure out what was wrong!
Here's what happened:
Yes, I went the "From a Binary" path. But the instructions in the "From a
Binary" section of http://wiki.darcs.net/WindowsConfiguration , as
well-written as they are, left out a few CRITICAL steps:
1. They don't list exactly which PuTTy files need to be downloaded from
http://www.chiark.greenend.org.uk/~sgtatham/putty/
2. They don't mention the CRITICAL fact that plink.exe needs to be renamed
to ssh.exe for darcs to find it!
Both of these steps *are* given in "The Manual Process" section of
http://wiki.darcs.net/WindowsConfiguration, but I didn't read that section
initially because I wasn't doing the manual process. So, after my initial
"From a Binary" installation failed, I started searching around for ideas of
things to try, and somehow came upon the idea to set DARCS_SSH to pscp.exe.
This didn't do anything for me, but I forgot to unset DARCS_SSH afterwards.
That's why I got the "pscp.exe:..." error message on a darcs push. Darcs was
attempting to use pscp.exe as ssh and failing. And that's why pull, which
doesn't use ssh, was working, and push, which does use ssh, was failing.
Mystery solved!
