That is a very interesting idea. Often I feel like a mask based on focus would be useful. I don't think there's an easy way to do this in darktable.
What I found works sometimes is creating a parametric mask based on colour, if the focus areas are of a different colour than the unfocused areas. This frequently happens in wildlife where the background is green or blue but the rest of the image is something else. Then you can use the local contrast or equalizer with this mask in order to enhance details only in the focused areas - sometimes useful to prevent such modules from further enhancing the noise in the background. Such noise is especially visible in green colours with my camera, which is why I've given this some thought. Maybe a colour parametric mask would work for your use case, too.
