All of your edits and tags, locations, ... are contained within the
accompanying xmp files provided you have dt set to write them.  If you
want to replace your library.db, it is possible to reimport all images and
repopulate the library and not loose anything.

But, why do you need to replace your library, what leads you to believe
that?  Current master checks your db(s) unless you have it set not to. 
3.2.1 may also, I do not know.
