I posted the question about exact same issue twelve hours back. I did know where the config file resides but did could not figure out how to change CSS. It looks like you have figured it out.

I see you got other replies about location of config file. I have master copy in /usr/share/darktable/themes/ directory. However I was trying to use darktable settings UI to tinker with CSS rather than copying whole file. I could not make it work.
