I think the two tools work differently.
The highlight reconstruction module (at least for "clip" and "reconstruct in Lch" modes) works on individual pixels, where filmic uses the surrounding area as well to get some detail back in clipped areas. The "laplacian" reconstruction in the "highlight reconstruction" uses the surrounding area as well, but is horrendously slow on larger areas.
