Makes sense to me, too.
Either that, or make the levels and tone curve module different interfaces
to the same functionality. This is implemented in the GIMP, where one can
first set the levels and then it allows you to fine-tune the levels in a
tone curve that mirrors the settings applied in levels.
It is a very useful workflow that allows first to get the rough settings
and then fine-tuning them.
