There's always multiple ways to do this but I like the zone system plugin 
myself.


a)      It generally gives very pleasing and much more predictable results than 
playing with curves.

b)      You can see what image portions are in the zone(s) you are adjusting 
so,  often, you can selectively modify exposure without needing masks at all.

The ND grad module  can be abused for this type of work as well,  both allow 
masks.

what is the closest alternative to exposure plugin that works with masks?

I have a picture where the background is overexposed and when lowering down the 
exposure I can see a lot of details. The foreground on the other hand is 
initially properly exposed.

I would like to lower down the exposure only for the background.
I tried "tone curve" and the result is almost good, just wondering if there is 
another plugin that can simulate the exposure thing?
