I think I found the cause. After searching for it for days and days I 
had to write an email only to find the solution a few minutes later. I 
beg your pardon.

These files had tags with characters that couldn't be identified. After 
deleting those tags the sidecar file was written immediately.

As these files are years old I now have to figure out how the tags got 
into them.
