I am probably the maintainer of darktable for 13.1 as well. But the general
rule of thumb is unless there is a security related issue there is not an
update for the distribution. Having said that the latest stable is available
in the graphics repo, and that is true for all the current releases plus
factory. It is also available in packman repos.
As Patrick says, I try to keep uptodate with the git master on a daily basis,
since I am using the package myself, I may even release more than 1 release
during the day based on the fact the git has fix of a problem.
Moreover even though I am not using Fedora I do provide nightly builds for
Fedora 19 and 20
