Yes.

Maybe using Lua. Or by importing the image, quitting dt, changing the existing 
XMP, starting dt with the crawler enabled and telling it to re-read the XMPs. 
So there are ways for sure, but in my book all of that is way more involved 
than "Rotate from the command line" suggests.
