Hello,
In my case, it happens even with formerly opened pictures.
And pasting twice isn't enough : for as few as 28 pictures, after 6 retries
there were still 3 left that weren't OK.
I think this has got worse with last release, as I don't remember of having to
retry more than 1 time before.

This happens to me, too, if the picture has never been opened, darktable
applies the default development profile plus the pasted steps. As a workaround,
I simply paste twice, that works for me.
