[DUG-DB]: BDE Install problem

A client has been getting the following message when installing the BDE

"General file transfer error. Please check your target location and try
again. Error Number:-3 Filename:C:\Program FIles\Borland\Common
FIles\BDE\Europe.btl"

Any ideas on what is causing this?
