Integration of the Privilege Dialog into GUI

Bug description:
The privilege dialog itself is completely implemented. To make it
available in the DataFinder the following issues need to be solved:
- integration of the privilege dialog as item action (single Item action/
Action Check Map; similar to search actions in item_actions module)
- integraton of a capabilities check
- showing the privilege dialog in GUI (see search dialog)
- testing of the integration
