Yep, same story in Pune. Do try around, but In case your situation is that you are going to get nothing from official sources and you really want to have something rather than nothing, then you can try the alternative strategy:
India's cities already have seen quite a lot of mapping done on OpenStreetMap, including building footprints. This is a screenshot of a place in Delhi: <https://i.imgur.com/1DuGR3I.jpg> If you want data for a limited area, then edit OSM for that area, add in the few missing buildings that might be there, then extract the data. A decent enough area can be covered in a few hours' time. (note: watch out for satellite images having offsets. GPS traces and already-mapped items will help for that) If you have interns, you can set them on the job. Or if you have some budget you can hire people. This takes minimal skills so you could consider it on par with a data entry job. Tasking manager can be used to split the area into grids and systematically cover the area. teachosm.org is a good place to create tasks that aren't emergency-types (have to get in touch with the admins for creator access, else I have so you can contact me). tasks.openstreetmap.in is also there which is managed by few people who are on this group, there is a blocking issue currently but it should get resolved soon.
