Date::* vs Time::*

The issue of what modules go in the Date::* namespace and which go
in Time::* has come up on the [EMAIL PROTECTED] list. Can someone
from [EMAIL PROTECTED] please comment on the suggested way of
choosing a namespace for a module that could go in either of these?
