I'd love for a module to be smart enough to know that if I gave it

        "Monday, August 13, 2001 9:54:17 AM"

(assuming I am EDT) it would convert that to

        "Monday, August 13, 2001 1:54:17 PM GMT" 

internally, but if I gave it

        "Monday, August 13, 2001"

it would store

        "Monday, August 13, 2001 12:00:00 PM GMT" 

with a flag that this was not an exact time for calculation purposes.
