DateTime::Timezone doesn't pass tests

DateTime::Timezone from CVS doesn't pass tests:

t/02basic.t -> there is no method all_names (although
it is in the docs)

t/03link.t -> seems like it can't find 'America/Chicago' 

(this is RedHat Linux 7.3)
