Claus Tondering's calendar FAQ[1] has some information about this in sections 4.2 and 4.5.
4.5 says that Saudi Arabia has adopted a calendar based on a
calculated astronomical moon (at Mecca).
This is actually the reason that I wanted to get a Moonrise package
working...
