I was thinking of doing this because leap seconds, even if they're not
abolished, are infrequent, and announced with enough lead time (6 months)
that making a new DateTime.pm release for them is not a problem.
The obvious benefit is that this should greatly speed up a common code path.
Sounds pretty sensible to me.
