And from what I can tell this is _nearly_ impossible. Win32 doesn't use the Olson database, and I don't know if there's any sort of external API to what it does use. And even assuming there is such an API, converting betwen this and Olson names may be nearly impossible, and certainly can't be done in an automated fashion.
I think there has been at least one thread about this on this list.
Of course, if there is an external API, another alternative is to write a DT::TimeZone subclass that simply _uses_ this API to calculate the offset for a given datetime.
